On 5 September, 2019, Ambassador Xiao Jianguo met with Abílio José Caetano, Acting Minister of State Administration of Timor-Leste. The two sides exchanged views on strengthening exchanges between local administrations and promoting the establishment of new sister cities. Both sides agreed to actively promote cooperation between Hunan Province and Manatuto District as friendship province/district in the fields of culture, education and agriculture, and implement the signed agreement.
