Ladies and gentlemen, dear friends:

Good morning.

It is my pleasure to attend the ceremony. At the request of Ministry of Interior of Timor-Leste, China Embassy donates a detention center for the Dili Municipal Police Station, which will be officially put into use today. I believe the detention center will help PNTL perform their duty more effectively.

In April, Timor-Leste suffered a serious flood and the Dili Police Station was severely affected. Under this circumstance, H.E. Dr. Armindo requested for emergency assistance. The Chinese Embassy attached great importance to the request and decided to help, and entrusted the construction work to the local Shandong International Economic & Technical Cooperation Group. The project took only more than half a year from the initial request to the final completion and delivery. It not only demonstrates the “China speed and efficiency”, but also China’s firm support to Timor-Leste. It is a manifestation of the Chinese government’s “people-oriented” concept and its adherence to the supremacy of people and life. It is a portrayal of the profound friendship between China and Timor-Leste in sharing the destiny and overcoming difficulties together. The Chinese Government has consistently supported Timor-Leste in times of COVID pandemic through various channels. China was the first country to provide the aid to Timor-Leste, the first country to send charter flights to deliver the aid. In the face of a sudden and severe flood, China urgently provided blankets, soap and other materials to the displaced people, and provided 1 million USD emergency food assistance to the pregnant and lactating women, the vulnerable group. The overseas Chinese and the Association of Chinese Enterprises in Timor-Leste also made timely donations in cash and kind to support the post-flood recovery. The Chinese government has always fulfilled its commitment with efficient actions, with no empty talk. As a good neighbor, good friend and good partner of Timor-Leste, Chinese government will continue to pay attention to the COVID situation and post-disaster reconstruction of Timor-Leste, and is always ready to provide assistance within China’s utmost capacity.

In recent years, the police-to-police cooperation between the two countries has developed rapidly. The Chinese government has long supported the capability building of the PNTL. Besides PPEs, China has provided aids such as maritime patrol boats, communication systems, explosive disposal equipment, alcohol detectors, police uniforms, raincoats, water bags and flash lights. At the same time, the PNTL and Dili police have also been committed to protecting the safety and legitimate rights of the Chinese community in Timor-Leste. Especially since the outbreak of COVID-19, Dili police timely handled several cases of robbery and assault against Chinese citizens. I would like to take this opportunity to express my sincere gratitude to the Ministry of Interior, PNTL and Dili Police Station.

The police-to-police cooperation is the important part of the friendly and pragmatic cooperation between the two countries. The Chinese Government is willing to continue to provide necessary assistance to PNTL. At the same time, I also hope that H.E. Dr. Armindo, H.E. General Commander Faustino and Commander Henrique will continue to care about the safety and the legitimate rights of Chinese community in Timor-Leste, ensure them safe and sound, so as to strengthen cooperation and jointly promote the development of bilateral police-to-police cooperation.
