On 17th November, Timor Post carried an article, both in English and Tetun, by Ambassador Dr. Xiao Jianguo entitled "Draw a New Development Blueprint, Foster a New Development Paradigm". The full text is as follows:

The fifth plenary session of the 19th Central Committee of the Communist Party of China (CPC) was held in Beijing, China at the end of October, 2020. The session comprehensively summarized and highly appraised China's achievements in economic and social development during the 13th Five-Year Plan (FYP) period, adopted the CPC Central Committee's proposals for the formulation of the 14th FYP (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, and clearly put forward the guiding principles, main objectives, key tasks and major measures for China's development during the 14th FYP period, and depicted a new development blueprint for China to enter a new stage of development.

Under the leadership of the CPC, the country's development and governance is "drawn to the end with one blueprint". Since 1953, China began to formulate and implement the FYP. Over the past 60 years, through the continuous formulation and improvement of FYPs, China has seen continuous growth of economic and social development, substantial enhancement of comprehensive national strength and significant improvement of people's living standard, creating a miracle of rapid economic development and long-term social stability rarely seen in the world. By the end of 2020, China's gross domestic product (GDP) is expected to cross the 100-trillion yuan ($14.93 trillion) mark, implying a per capita GDP of over US$ 10,000. More than 700 million people have been lifted out of poverty, and the average life expectancy of residents has reached 77.3 years, nearly 5 years higher than the average life expectancy in the world. Chinese people live a contented life, while the society remains harmonious and stable, and the ecological environment continues to improve. At the same time, China continues to integrate into the world, enjoys an even higher international status day by day, and the "Belt and Road Initiative" has achieved fruitful results. The goal of the 13th FYP is about to be accomplished and the victory of building a well-off society is in sight.

The Fifth Plenary Session of the 19th Central Committee of the CPC is an important meeting held at the historic moment when China is about to build a moderately prosperous society in all respects, realize the first Centenary Goal, and start a new journey of building a modern socialist country. The meeting was held at the end of the 13th FYP period and the beginning of the 14th FYP period, clarified China's new goals for economic and social development during the 14th FYP period,such as new results in economic development, new strides in reform and opening-up, new improvement in social etiquette and civility, new progress in building an ecological civilization, new heights in people's well-being, new levels of efficacy in state governance. The meeting has emphasized the new development pattern where domestic and foreign markets can boost each other with the domestic market as the mainstay. China will do its own work well, and promote high-quality opening up at the same time. In the communique of the fifth plenary session of the 19th Central Committee of the CPC,the word "openness" appears more than 10 times. This signals once again to the world that China would not change its opening-up policy. Confronted with the current complex and uncertain international situation, the backlash of unilateralism, the impact of world economic depression and the onslaught of the COVID-19, China will be firmly committed to the opening-up strategy that is mutually beneficial, implementing wider and higher levels of opening-up. As China receives development impetus from the rest of the world, China's development will also bring to the world even greater benefits.

A good example is that the 3rd China International Import Expo (CIIE) was held in Shanghai on November 4th. China has a great number of consumers and vast consumer market, giving China huge potential and broad prospect for economic development. At the same time, China is closely linked with the rest of the world, so China will implement wider and higher levels of opening up and international cooperation. It is worth mentioning that Kopi Luwak from Timor-Leste became a hot selling product at the 3rd CIIE. The unique lemon-taste coffee as well as other natural organic coffee from Timor-Leste attracted many Chinese consumers. China is the second largest trading partner to Timor-Leste, and trade between China and Timor-Leste has always been the key part of the bilateral relations. Chinese products have supplied Timorese market and improved the life quality of Timorese people.

Standing at a new development stage of implementing the 14th FYP,the Chinese government has the confidence and ability to continue to promote the great rejuvenation of the Chinese nation and start the new journey of building a socialist modern country in an all-round way. As China's comprehensive national strength continues to increase significantly, China will become more open and firm, share more development opportunities and development achievements with the rest of the world including Timor-Leste, with a shared objective to achieve common development and common prosperity.
